Over the past decade, Vietnam has intensified its tiger conservation efforts, yet the population of wild tigers remains critically low. Estimates suggest that only about five tigers persist in the wild, with no national surveys conducted since 2009 to provide updated figures.

In 2010, at the Global Tiger Summit in Russia, Vietnam joined 12 other countries in pledging to double the global wild tiger population by 2022. Subsequently, in 2014, the Vietnamese Prime Minister approved a national program aimed at conserving tigers through habitat protection and population restoration. Despite these commitments, (1) ________ India, Nepal, Bhutan, Russia, and China, (2) ________. Concurrently, there has been a significant rise in the number of captive tigers within Vietnam. The registered captive tiger population, predominantly housed in private facilities, surged from 97 in 2010 to 364 in 2021. Organizations like Education for Nature Vietnam (ENV) argue that none of the current breeding centers meet the stringent requirements necessary for effective conservation breeding. (4) ________.

To address these challenges, the Ministry of Agriculture and Rural Development plans to enhance oversight of tiger breeding facilities. Proposed measures include comprehensive investigations, the creation of detailed management records, and the establishment of a national database incorporating genetic profiles, imagery, and electronic tagging of all captive tigers. ENV emphasizes that these initiatives will be effective only if implemented alongside clear policies that strictly regulate breeding activities and manage the disposition of deceased tigers. Recommendations also call for the development of specific regulations on birth control for captive tigers so that (5) ________.
